Hainan is accelerating the development of a modern industrial system, with tourism, modern services, high-tech, and high-efficiency tropical agriculture as its four pillars. In the past five years, the share of the four leading industries in Hainan’s GDP has increased from 53% to 70%.

• Tourism

  Hainan FTP has quickly become a key international tourism and shopping destination, fueled by significant investments in infrastructure, a booming duty-free sector, and unique policy advantages.

  

  The Hainan FTP Tourism Highway, stretching 988.2 km along the island’s 1,944 km coastline, connects 12 coastal cities and counties, providing enhanced access to Hainan FTP’s natural beauty and cultural landmarks. The Hainan Tropical Rainforest National Park, one of China’s first national parks, plays a vital role in biodiversity conservation, offering the largest contiguous tropical rainforest in the country.

  Hainan FTP’s duty-free shopping is a major draw, with over 500,000 square meters of duty-free stores and sales exceeding 170 billion yuan over six years. Haikou International Duty-Free City, the world’s largest single duty-free store, exemplifies the region’s retail strength. The 100,000 yuan shopping quota per person per year and a wide range of products like electronics and cosmetics attract both domestic and international visitors. The flexible duty-free policy for outlying islands has further boosted interest.

  The region’s visa-free access policy for 59 countries, allowing stays of up to 30 days, enhances its appeal as a global tourism hub. This, combined with zero tariffs on imported transport equipment, including yachts and amusement rides, supports the development of tourism and transportation sectors.

  Hainan FTP also boasts over 100 high-end international hotel brands, such as Atlantis and Capella, which maintain high occupancy rates, reinforcing its luxury destination status. Commercial developments like Haikou Wanxiang City and Sanya Haitang Bay Super Wanxiang City have become major shopping hotspots, driving the growth of the retail sector.

  In addition to tourism, mid- to high-end specialty consumption has grown, fueled by international brands and an expanding retail market. The “duty-free +” model integrates shopping with cultural, sports, and leisure activities, offering a comprehensive tourism experience.

  Seizing the opportunity of the “plastic bags ban” across the province, Hainan is vigorously building an industrial chain of biodegradable materials and the Yunlong Biodegradable Material Production Base in the Haikou High- tech District. The province also accelerates its efforts in developing green buildings and construction materials by fostering Hainan (Changjiang) Clean Energy Industrial Park, Ding’an Taling Industrial Park, Ding’an Xinzhu Green Construction Industrial Park.

  Petrochemicals & New Materials

  A complete industrial chain composed of oil-gas exploration, processing, transportation, storage and trade has taken shape. Hainan will further extend the industrial chain and increase high-tech involvement to form a new integrated growth mix with upstream exploration, midstream processing and comprehensive utilization, and downstream new materials production.  Regional headquarters will be built in Haikou and a service base will be built in Chengmai at a faster pace to build Yangpu into a hundred-billion level new petrochemical material base with international influence and Dongfang into a new material base featured with natural gas chemical products.  The gross value of petrochemicals is expected to reach 200 billion yuan by 2025.

  Aerospace

  

  Located in Longlou Town, Wenchang, Hainan, the Wenchang Satellite Launch Center is China’s first coastal launch site and one of the few low-latitude launch sites worldwide. It undertakes major national satellite launch missions.

  High-End Food Processing

  Hainan is abundant in coconuts, pineapples, mangos, various melons and vegetables even in winter, which lays a good foundation for agricultural product processing.

  Enterprises are exempt from import duties, import value-added tax and consumption tax for raw/auxiliary materials for food processing and production equipment for self-use that match the requirements on “the lists”, except for products prohibited for import.

  For goods that are produced by the encouraged industrial enterprises and do not contain imported materials or with an added value to the imported materials that are processed in Hainan Free Trade Port of more than 30% (including), the import tariff should be exempt when they enter the mainland through the "second line", and the import value-added tax and consumption tax shall be levied in accordance with the regulations.

  Seed Breeding

  

  242,600 mu of standard seed breeding land have been built to implement the plans on building a “silicon valley of seed breeding” in Hainan and form a development landscape with the Futuristic City as its main part and Baokongyang and Anmayang as its wings.  Hainan also introduced education resources from six key higher education institutes with cutting-edge agricultural education resources and faculties, including China Agricultural University, Nanjing Agricultural University, Hainan University and Henan University.  Hainan Yazhou Bay Seed Laboratory was established on May 12, 2021, to build a scientific and innovative platform for the seed breeding industry.

  Hainan has attracted 415 seed breeding companies including Longping High-tech, China National Seed Group and German KWS and teams led by academicians such as Cao Xiaofeng, Li Song, Jia Yinsuo, Fan Yunliu and Zou Xuexiao. What's more, Hainan focuses its investment efforts on the seed- breeding industry concerning “testing, fieldwork services, lab management, commercialization and monetization”, fostering a variety of CROs to promote the transformation of seed-breeding R&D to covering year-round seed breeding, the entire industrial chain and synergy in clusters.

  Deep Sea Technology

  Administrating over 2/3 of China’s sea area, Hainan boasts unique advantages in deep-sea exploration and exploitation. Most of the sea area over 1,000 meters in depth is located in the South China Sea. Sanya Deep Sea Science and Technology City is only 128 km away from the 1,000-meter-depth sea area and 2,000-meter-depth sea area, which makes it an ideal natural lab for deep-sea research and experiment.

  The first co-established state key laboratory by Hainan Province and national ministries (State Key Laboratory of Marine Resources Utilization in the South China Sea) in Hainan has been approved for construction, pooling the strengths of several scientific research institutions such as the Innovation Platform of Southern Base of the NDSC and CGS South China Sea Geological Innovation Base.

  Despite fierce competition worldwide, researchers in China have successfully developed a series of advanced deep-sea equipment such as the “Jiaolong” and the “Fendouzhe”. However, from a general view, deep-sea exploration and exploitation in China are still in an early stage.
• Tropical Efficient Agriculture

  

  Hainan is positioned as the core production area of exotic and excellent tropical agricultural products in China, and it will implement the introduction project of tropical and excellent fruits and vegetables, and accelerate the cultivation of exotic and excellent varieties. Qionghai Tropical Fruit Window has introduced more than 500 kinds of global tropical exotic fruits accumulatively, among which more than 300 varieties such as yellow pitaya, custard apple and finger lemon have been successfully planted and fruited.

  Implementing the cultivation and development of the whole industry chain of 17 industries including rice, winter melons and vegetables, aquaculture, Wenchang chicken, natural rubber, areca nut, seed breeding industry, sugar cane, pepper, coffee, mango, litchi, pitaya, pineapple, honeydew melon, durian and tea.

  Focusing on grain, vegetables, fruits, animal husbandry, aquatic products, tea and other characteristic agricultural products, to build public brands of provincial agricultural products, At present, Hainan has formed 10 provincial-level regional shared brands of agricultural products, namely "Hainan Mango", "Hainan Wax Apple", "Hainan Pitaya", "Hainan Coffee", "Hainan Pepper", "Hainan Sweet Potato", "Hainan Honey Melon", "Hainan Litchi", "Hainan Black Pork" and "Hainan Good Rice.
