Building an International Education Innovation Island

On the morning of October 1, workers of the Hainan Branch of China Construction Fifth Engineering Bureau were working at a brisk yet orderly pace to finish the construction of the Innovation, Entrepreneurship and Industrial Incubation Center at Lingshui Li'an International Education Innovation Pilot Zone, a key park of the Hainan Free Trade Port (FTP).

"We're now working on interior fittings, with curtain walls, fire protection systems, interior decoration, and other work being carried out concurrently. Workers are racing against the clock to ensure that construction finishes on schedule." Huang Xianghui, project manager of China Construction Fifth Engineering Bureau, said that the project team has scientifically formulated a construction plan and increased investment in manpower, materials, and equipment. Construction is already 75% done and is expected to be completed by the end of the year.

Hainan, which has been given the title of "International Education Innovation Island," is in the process of attracting a large number of top domestic and international universities to establish campuses. The aim is to create a globalized study-abroad destination that brings together multiple cultures, multiple disciplines, and mutual learning between China and the West and attempts to forge a path, model, and system of educational opening up with Chinese characteristics.

 Once completed, the Innovation, Entrepreneurship and Industrial Incubation Center project will help the zone build a platform for scientific research innovation and entrepreneurial exchanges. Guided by the mandate to cultivate innovative talents in the Hainan FTP, the park will create an inter-institutional joint student innovation center and aid in building the Hainan FTP's "Study in Hainan" brand and becoming a new benchmark for China's educational opening to the world.

Refining progress

On the ground in the Nanfan Science and Technology City in Yazhou District, Sanya City, machines roared at the Sanya Nanfan Museum site, bustling with activity as construction vehicles shuttled between 100 or so workers attending to various tasks across the site.

"The secondary structure of the project has been completed, the primary structure has passed inspection, and curtain wall installation and other works are currently underway. To ensure smooth project completion and delivery by next year, all staff members of the project team are working on-site in shifts during the holidays to meet our targets." Wan Zhendong, head of the Sanya Nanfan Museum Project department of China Construction Sixth Engineering Bureau, explained that his team has made specific arrangements for the construction progress and daily plans to ensure that the project meets high-quality standards.

The total construction area of the Sanya Nanfan Museum project is about 48,000 square meters. Once complete, it will serve as a key platform for showcasing Nanfan's ecological concepts, scientific and technological achievements, and the construction process of Nanfan Agricultural Silicon Valley in a dynamic, three-dimensional way.

Scientific construction

In Guangcun Town, Danzhou City Hainan, at the sand-filled roadbed construction site of the SG01 section of the Yangpu Port Expressway undertaken by China Railway Shanghai Engineering Bureau Group Co., Ltd., workers are carrying out standardized construction in accordance with requirements, which dictate metrics such as compaction speed, number of passes, and thickness. The project department has deployed quality inspection, technical, testing, and surveying personnel on-site to supervise and ensure that the construction process is correct and that all relevant indicators are optimized.

 "Doing this has effectively shortened the construction period while freeing up some manpower, machines, and materials, thereby improving the project's efficiency," said Su Jun, chief engineer of the project management department.

The Yangpu Port Expressway is the first eight-lane two-way expressway in Hainan Province. It is one of the key construction projects of the New International Land-Sea Trade Corridor listed in "Hainan Province's 14th Five-Year Comprehensive Transportation Plan." The expressway will accelerate the expansion of Yangpu Port, promote the development of port-related industries in the region, and promote the construction of the Hainan FTP and the trade corridor.

In Jiangdong New Area, Haikou City, the builders of the area's Coconut Garden S01 project, a key livelihood project in Hainan Province undertaken by China Communications First Highway Engineering Bureau Group, are working hard on the front line. They are working against the clock to turn the “Golden Week” (a week-long holiday period that begins on October 1, China's National Day) into a "key week" for project construction and enable relocated families to move into their new homes as soon as possible.

"The typhoon (Yagi) has caused serious losses to the project, but we are actively working to overcome the negative impact. During the National Day holiday, we will continue to ramp up our efforts in key areas and advance construction scientifically and to a high standard." Liao Bing, chief engineer of the Coconut Garden S01 project in Jiangdong New Area undertaken by China Communications First Highway Engineering Bureau Group, said that after the project is completed, it will provide 1,250 high-quality houses and 1,275 parking spaces for relocated residents, further improving Haikou's urban housing safety net and enabling people to realize their "dream of a safe home" sooner.
