On November 12, the 18th leading small group (LSG) meeting of the special task force for promoting Hainan Free Trade Port (FTP) island-wide special customs operations preparations was held in Haikou to examine and make further arrangements for information systems project construction, the implementation of Hainan FTP policies and the lists of tasks, projects, and stress tests, as well as other relevant areas.

The meeting was chaired by Liu Xiaoming, Governor of Hainan Province and Head of the Task Force.

Provincial leaders Bater, Ni Qiang, Chen Huaiyu, Cai Zhaohui, and Provincial Government Secretary-General Fu Xuanchao attended the meeting.

At the meeting, the LSG emphasized the importance and urgency of establishing a complete information system, taking the initiative, working hard, strengthening overall coordination, enhancing information sharing, trying to advance construction progress, leaving enough time for system integration and debugging, making adequate preparations for large-sample, full-coverage stress testing, and ensuring that the information systems project construction is completed on schedule. The LSG stressed that focus must be placed on continuously improving the quality and effectiveness of Hainan FTP policy implementation, strengthening institutional integration and innovation, improving policy availability, ensuring that policies can fully benefit relevant stakeholders, and effectively enhancing the attractiveness of policies to enterprises. The LSG stated that it would thoroughly evaluate the implementation of policies, promptly improve supporting policy measures, solidify the experience and practices of "first transactions" into procedural guidelines, and promote the transformation of "first transactions" into "multiple transactions" and individual success stories into success across the board. The LSG further stated that Hainan will increase the intensity of stress testing, use effective policy implementation and overall controllable risks as test standards, incrementally advance all work, promote the continuous expansion of the policy dividends of Hainan's Free Trade Port, and enhance the favorable impact on industrial development and the growth of Hainan's economic openness.

The LSG reviewed and approved the Implementation Plan for the Handover of Inspection Facilities at Second-line Ports of the Hainan Free Trade Port and the Action Plan for Promoting Interface Interoperability, Data Sharing and Operations Collaboration of Information Systems at Second-line Ports, requiring the strengthening of handover preparations, tightening the chain of responsibility, fully strengthening support and guidance, and moving forward in unison to ensure efficient connection and closed-loop progress in all aspects of handover. The LSG emphasized the need to eliminate gaps in inspection efforts and conduct an in-depth investigation into handover inspection approaches, targets, and checklists. Any issues uncovered during the investigation must be promptly handled with dedicated personnel assigned to follow up, and all-out efforts must be made to rectify issues as quickly as possible with the aim of passing handover inspection in one go. The LSG further emphasized the need to strengthen crisis simulations, promote data sharing between the "single window," port law enforcement systems, and port and terminal operation systems, and optimize the application of information systems in drills to ensure that inspection facilities and equipment and law enforcement systems can communicate, be used, and are properly networked to meet all "second-line port" handover requirements.
