On November 29, 2024, China's National Health Commission, Ministry of Commerce, National Administration of Traditional Chinese Medicine, and National Disease Control and Prevention Administration issued the Pilot Work Plan for Expanding the Opening-up of Wholly Foreign-Owned Hospitals. The plan permits foreign investors to set up wholly foreign-owned hospitals in Beijing, Tianjin, Shanghai, Nanjing, Suzhou, Fuzhou, Guangzhou, Shenzhen, and Hainan Island.
