Driving Institutional Innovation in the Hainan Free Trade Port: Revitalizing Seedlings and Keeping Ships Moving

On March 19, 2026, the Hainan Free Trade Port released a new batch of cases on institutional integration and innovation, introducing seven achievements in various areas. To date, Hainan has published 181 cases across 22 batches, highlighting the province's efforts in achieving breakthroughs in deepening reforms and institutional innovation. The new cases include facilitated customs clearance and rapid utilization of germplasm resources, as well as the "dual-use vessel + cross-customs direct supply" model for bonded bunkering (refueling). These two cases, in particular, reflect the Hainan Free Trade Port's progress in opening up seed breeding and in institutional innovation in shipping services.

In the agricultural sector, Hainan has significantly improved the efficiency of cross-border germplasm resource flows by optimizing approval processes and customs clearance mechanisms. The approval time for seed imports has been reduced from 40 working days to no more than 15, greatly enhancing convenience for enterprises. Meanwhile, by innovating the customs clearance model for inbound goods, imported seedlings can be transported into Hainan while awaiting inspection results, reducing the overall clearance time by 10 to 15 days and increasing the seedling survival rate to over 95%. In terms of research, Hainan has promoted simultaneous variety testing and evaluation, shortening the breeding cycle of new varieties and accelerating the transformation of scientific research results into industrial applications. The reforms have driven continuous growth in Hainan's seed import and export business, gradually establishing the province as a key open platform for seed breeding.

In the shipping sector, the Hainan Free Trade Port has innovatively introduced the "dual-use vessel + cross-customs direct supply" model for bonded bunkering. Institutional innovations have broken through the traditional limitation of "dedicated vessels for dedicated purposes" in fuel-supply ships. Now, the same vessel can perform both bonded bunkering and domestic transport of No. 1 fuel oil. This model is the first to establish cross-customs-integrated fuel supply between Hainan and the Beibu Gulf port cluster in Guangxi, contributing to a broader, more efficient shipping service network. Data show that since its implementation, the efficiency of oil product customs clearance has increased by approximately 40%, and corporate operating costs have significantly decreased. As of February 2026, Hainan has enabled 546,200 tons of bonded bunkering and transported 235,900 tons of oil products. This has reduced industry pain points, including high idle rates among fuel-supply vessels and high costs of No. 1 fuel oil entering bonded warehouses. It has also driven local fuel oil exports totaling 298,500 tons, resulting in corporate export tax rebates of 111 million yuan, thereby further promoting Hainan's bonded bunkering industry and related sectors.

These cases reflect the Hainan Free Trade Port's continuous advancement in institutional innovation. By optimizing rules and improving efficiency, it is building a more open, convenient business environment and providing global enterprises with a more stable, transparent, and predictable development environment.
