Since the Master Plan for the development of the Hainan Free Trade Port was released in June, 2020, implementation of the key policies of the FTP has been accelerated and the development of a modern industry system with Hainan characteristics and advantages has accelerated, reaching the standard of high level international economic and trade rules. The Hainan FTP strongly promotes institutional opening-up and is becoming an important gateway leading China’s opening-up in this new era.

Over the past five years, the Hainan Free Trade Port has made full use of the island’s advantageous geographic location, steadily expanded institutional opening-up, and actively attracted and nurtured a number of iconic and leading foreign investment projects. It has built "Two Bases" (a headquarters base for Chinese companies going global and for international companies entering China) and "Two Hubs" (an international multimodal transport hub on the New Western Land-Sea Corridor and a regional aviation gateway hub facing the Pacific and Indian Oceans), while establishing "Two Networks" (an international air-sea transportation network and an international economic and trade cooperation network). Together, these initiatives have made Hainan into a strategic intersection point for China’s "domestic and international dual circulation", bringing unprecedented opportunities to global companies.

In 2025, the Hainan FTP will establish Special Customs Operations, comprehensively improving the level of trade, investment freedom, and convenience.
