Beijing hosted the "Hainan Free Trade Port Fiscal and Tax Policy" summit on Monday. Officials detailed key fiscal and tax policies that will take effect when the port transitions to a special customs operation. Since the port's master plan was released in 2020, central and Hainan authorities have jointly issued more than 200 policy documents. This has established a comprehensive policy system built on the principles of "zero tariffs, low tax rates, and simplified tax structures." Addressing market expectations directly, Cai Qiang, Director of Hainan's Provincial Department of Finance, affirmed that a stable, distinctive, and progressive tax policy framework is now firmly in place.
