Recently, the Hainan Free Trade Port (FTP) held a special “Policy Express” session for foreign-invested enterprises at the China International Import Expo (CIIE) in Shanghai. At the briefing, the FTP systematically introduced its latest policies and development trends to participating foreign-funded enterprises, helping them seize new opportunities for open cooperation and share the benefits of the Free Trade Port's development.

The event commenced with an overview of the Hainan FTP's "Policy Express" working mechanism and the latest progress of its preparations for island-wide special customs operations. Representatives of relevant provincial agencies then provided an in-depth explanation of FTP's tax policies and future reform prospects, as well as various tax incentives and facilitation measures to support investment in the high-end consumer goods industry. They also shared details of policies that enable the efficient entry of high-end consumer goods, as well as cases that demonstrate the policies in action. Alongside the systematic showcase of the FTP's achievements in institutional innovation and customs clearance facilitation, the briefing helped foreign-funded enterprises better understand the FTP's policies and opportunities.

Currently, Hainan is at a critical stage in advancing whole-island special customs operations, with the construction of an international tourism consumption center entering a crucial phase of development. Figures from the past five years are solid proof that the world's largest free trade port has become a new investment hotspot, with capital flowing in from 176 countries and regions. 8,089 new foreign-invested enterprises have been set up in Hainan, achieving an average annual growth rate of 43.7%. Paid-up foreign capital reached 102.5 billion yuan, representing an average annual growth rate of 14.6%. With the strengthening of the FTP's policy framework, industrial foundations, and business environment, Hainan has become increasingly appealing to global investors.

The special session of the "Policy Express" for foreign-invested enterprises at the CIIE has enabled foreign investors to gain an in-depth understanding of FTP policies, seek deeper cooperation, and seize development opportunities. Its success also highlights the key role of the "Policy Express" mechanism in promoting corporate investment and advancing high-level opening-up, injecting new momentum into Hainan's continued expansion of openness and mutually beneficial cooperation.
