On December 18, 2025, the island-wide special customs operations of the Hainan Free Trade Port were officially launched, marking the beginning of a new chapter featuring “Open up the 'front line', Regulate the 'second line' well, and Freedom in the island.”

On this basis, the Department of Commerce of Hainan Province and the Hainan International Economic Development Bureau (Hainan IEDB) have thoroughly studied the implemented policies of central ministries, Hainan provincial departments, and cities and counties, and compiled the Hainan Free Trade Port Investment Guide (hereinafter referred to as the Investment Guide). The guide shifts the perspective on the benefits of FTP policies from that of “policy makers” to that of “policy enjoyers”, enabling enterprises to truly see, understand, and utilize the advantages offered by the Hainan Free Trade Port. All enterprises are welcomed to learn about Hainan and establish a presence here through the Investment Guide.
