Thanks to preferential policies for licensed medications and medical devices and the real-world data application pilot work of the Hainan Boao Lecheng International Medical Tourism Pilot Zone as well as the innovative "Lecheng research + Haikou production" model, it took less than three years for the new COSELA®, trilaciclib hydrochloride for injection, produced by Hainan Simcere Pharmaceutical Group Limited, to be created and enter China’s domestic market.

As the first international innovative medicine in Hainan to enter the market thanks to the preferential policies of Lecheng Pilot Zone, "COSELA®" is also the first achievement of the "Lecheng research + Haikou production" model.

"With the help of the preferential policies of the Lecheng Pilot Zone, innovative medications and medical devices that have been approved for use in other countries but have not yet been approved for use in China can be licensed for import to the Lecheng Pilot Zone, where patients can receive treatment." A representative of the Lecheng Pilot Zone said that the data generated by these licensed medication and medical device trials results in real-world research evidence that can be used to license the medications and medical devices on the broader China market.

The Haikou National High-tech Zone, an important part of Hainan’s biomedicine industry, is a leader in the area of production and manufacturing. The combined power of the Lecheng Pilot Zone and the Haikou National High-tech Zone multiply the effectiveness of Hainan’s entire biomedical industry.

In April 2022, the Haikou High-tech Zone and Lecheng Pilot Zone jointly founded the first enclosed economic cooperation demonstration park in the Hainan Free Trade Port. Through the real-world research policies of the Lecheng Pilot Zone, innovative medicines and medical devices on the international market are approved for import and use on the domestic market, and then produced locally in the Haikou High-tech Zone.

A representative of the Management Committee of the Haikou National High-tech Zone believes that this is highly effective in bringing international leading pharmaceutical enterprises to Hainan, and is also of great significance to the development of the whole Hainan biomedicine industry.
