Application Conditions：

Foreigners who come to work in Hainan should be over 18 years old, have good health, have no criminal record, have a definite employer in the country, and have the necessary professional skills or appropriate knowledge to perform their work. It is divided into three categories: foreign high-end talents (Class A), foreign professional talents (Class B), and other foreign personnel (Class C).

——Foreign high-end talents (Class A) mainly include(without maximum age limit):

1.Those who meet the standard of foreign high-end talents (Class A) in the classification standard for foreigners working in China (Trial).

2.In line with the relevant provisions of the classification standard for high level talents in Hainan Province.

3.Foreign talents whose average wage income is no less than 4 times of the average social wage income of Hainan in the previous year.

——Foreign professional talents (Class B) mainly include(without maximum age limit):

1.Those who meet the standard of foreign professional talents (Class B) in the classification standard for foreigners working in China (Trial).

2.Foreign fresh graduates who have graduated from well-known institutions of higher learning at home or abroad, obtained bachelor's degree or above, and will work or start a business in Hainan.

3.Foreign language teaching staff, engaged in the teaching of their mother tongue, have a bachelor's degree or above, and have more than 1 year experience in language education. Among them, those who have obtained bachelor's degree or above in education, language or normal education, or have obtained the teacher qualification certificate of the host country or have obtained the required international language teaching certificate can be exempted from the work experience requirements.

4.Foreign talents whose average wage income is no less than 3 times of the average social wage income of the region in the previous year.

——Other foreign personnel (Class C) refer to all kinds of skilled practical personnel who meet the needs of the labor market in accordance with national policies and regulations，are in line with the development of Hainan Free Trade Port, and are managed according to the "directory of foreign employment in Hainan". No more than 65 years old.

——Under the following special circumstances, can apply for the work permit for foreign high-end talents (Class A) and enjoy the convenience of foreign talents visa (r visa)

1. Foreign professional talent that is urgently needed by key enterprises in the provincial industrial park，and verified by the park management agency (class B).

2. Foreign professional talent that is in urgent need of Hainan's economic and social development，recommended by the employer and identified by the Science and Technology Department (Foreign Experts Bureau) (class B).

3. Important team members of foreign high-end talents.

Application Procedure：

1. The employer fills in the relevant application information for foreigners in the "management service system for foreigners' work in China" online.

2. The accepting institution reviews online and make a decision within 7 working days, and generate the notice of foreigner's work permit in China online.

3. The employed foreigners shall, within three months, apply for work visas at our embassies and consulates abroad with the notice of foreigner's work permit in China.

4. The employer shall submit the application for foreigner work permit on the same system within 15 days after the entry of the employed foreigner.

5. The accepting institution reviews online and make a decision within 7 working days.

6. After entering, the foreigner shall apply for residence permit at the public security agency within the time indicated in the visa.

* The commitment system be adopted for the approval of foreign high-end talents (Class A), and the application materials be accepted for shortage.
