Criteria for Classification of “High-end and in-demand” Foreign Talents Working in Hainan Free Trade Port (Trial, 2020–2024) 

The Criteria for Classification of “High-end and In-demand” Foreign Talents Working in Hainan FTP is formulated based on the Overall Plan for the Construction of Hainan Free Trade Port, Classification Criteria for Foreigners Working in China (Trial Version), and demands of the labor market of Hainan FTP, in order to specify the wage range and emphasize the actual achievements and contribution with a focus on market-oriented needs such as market evaluation and review of international peers. 

Foreigners who meet one of the following criteria may be defined as “high-end and in-demand” foreign talents working in Hainan FTP: 

1. Those classified as foreign high-end talents (Class A) and foreign professional talents (Class B) according to the Classification Criteria for Foreigners Working in China (Trial Version);  

2. Those that work in Hainan FTP with an annual income of and over RMB 300,000; 

3. Those included in the “List of Jobs in Urgent and Huge Needs of Foreign Talents” issued by Hainan; 

4. Those defined as urgently and hugely needed foreign talents reported by competent administrations of foreign talents in prefectures or higher administrative divisions on an ad hoc basis; 

5. Those defined as urgently and hugely needed foreign talents in enterprises reported by competent administrations of key industrial parks in Hainan on an ad hoc basis. 

The Criteria for Classification of “High-end and in-demand” Foreign Talents Working in Hainan FTP (Trial, 2020–2024) may be revised based on the needs of economic and social development of Hainan, and the actual situation of the construction of Hainan FTP.
