The Overall Plan for the Construction of Hainan Free Trade Port states that the flights entering and departing from Hainan Island are allowed to refuel with bonded aviation fuel.

The policy makes a breakthrough in applicable objects and scope of the original bonded aviation fuel policy, that is, international or domestic flights entering and departing from Hainan Island are allowed to be refueled with bonded aviation fuel at a bonded price. This will effectively reduce fuel costs, attract more airlines to open flights to Hainan, promote the gathering of the passengers and goods in Hainan, and boost the construction of an aviation hub in Hainan.

Since July 1, 2020, the aviation fuel prices of Haikou Meilan International Airport, Sanya Phoenix Int'l Airport and Qionghai Boao Airport have been lowered. The purchase and sale price differential for domestic trade of aviation oil has decreased by RMB 50/t, and the comprehensive service fees for bonded aviation fuel have decreased by USD 100/t. The sales price of bonded aviation fuel is the lowest in China. Taking a Boeing 737 flight from Haikou to Shanghai as an example, this flight takes about 2.5 hours, and the average fuel consumption is 2.5t/h, so the fuel costs can decrease by RMB 4, 394 (703×2.5×2.5) for each flight.
