The Overall Plan for the Construction of Hainan Free Trade Port states that we should establish “Yangpu Port of China” as the port of registry, streamline the inspection process, gradually release restrictions on the statutory survey of ships, establish the Hainan Free Trade Port International Ship Registration Center, and creatively establish convenient and efficient ship registration procedures.

At present, China's ships are registered in accordance with strict system, and there are strict requirements on the nationality of ship owners, foreign investor's proportion, nationality of crew, technical conditions of ships, etc. We should establish "Yangpu Port of China" as the port of registry and implement the international ship registration system, which is conductive to attracting Chinese ships registered overseas, promote the gathering of shipping elements in the Yangpu Port, cultivate the modern shipping industry cluster, and enhance the influence in international shipping. Moreover, the Overall Plan provides a package of policies for further opening-up of shipping, which will significantly reduce the shipping and logistics costs of the Yangpu Port, promote the gathering of shipping elements, step up the building of the Yangpu Port into a new international land and sea container hub to connect Western China with the world, and further drive integrative development of such industries as processing, logistics, trade and finance on the entire Hainan Island.
