The Overall Plan for the Construction of Hainan Free Trade Port states that domestic ships with both domestic and foreign trade goods on board which transit at Yangpu Port of China are allowed to refuel with bonded fuel required for the voyage, or tax rebate could be claimed if the ships refuel with locally produced fuel oil for the voyage.

Domestic and foreign trade goods on board refers to transportation of domestic and foreign trade container goods by a supervised ship registered with the customs as domestic trade. Domestic and foreign trade goods on board features space sharing, mid-way loading & unloading at any time, efficient and fast transit, etc., which can improve the utilization of barge shipping space, reduce the transit time and the frequency of berthing, thereby improving the operation efficiency of ships.

The ships with both domestic and foreign trade goods on board which transit at Yangpu Port of China refuel with bonded oil or fuel oil under rebate taxes, which will attract domestic ships to open more shipping lines with the Yangpu Port of China as the transit port, reduce the costs of transportation from and to the island and improve the status of the Yangpu Port as an international container hub port.
