On April 25, Office of Deepening Overall Reform Committee of the CPC Hainan Provincial Committee (Free Trade Office) held a press conference on the first batch of Hainan Free Trade Port Institutional Innovation Cases in 2020 in Haikou, and released six institutional innovation cases.

The six institutional innovation cases are: Synergetic supervision on medical and pharmaceutical, Innovation in the implementation and management system for territory planning, Comprehensive insurance for work and production resumption, One-stop judicial credit information service platform, New model of talent cultivation in tourism-- encouraging tourism practitioners to work at traveling season and learn during off-peak period, and Centralized and intensive execution of criminal judgment property judgments.

Over the past year, centering on the strategic positioning of "Three Zones and One Center", Hainan has promoted institutional innovation relating to 12 areas and formed 6 batches of 71 institutional innovation cases, constantly optimizing the business environment in Hainan, upgrading social governance and intensifying the vitality of markets.

In 2019, Hainan added 244,00 registered market entities, up 70.82% year-on-year; 338 new foreign-funded enterprises settled down with a year-on-year increase of 102.4%; the actual utilization of foreign capital reached US $1.51 billion, up 106.1% year-on-year, doubling for two consecutive years.

Next, Hainan will unceasingly promote the emergence of more high-quality, iconic and systematic institutional innovations under the decision-making and deployment of the CPC Central Committee, providing a continuous and new impetus for the construction of Hainan FTP and a new highland for further opening up.
