Hainan released 6 institutional innovative cases as the 9th set

On November 8, authorities in Hainan Free Trade Port released six more institutional innovative cases, the ninth set of its kind, aimed to boost the constructions of a high-level and high-quality free trade port envisioned by the central government of China. Highlights of the cases are as follows:

Work permit and residence permit for foreigners

Foreigners working in Hainan can apply for work permit and residence permit in one service center at the same time, which will take no less than seven working days on average for authorities to conduct the review, down 20% at least compared with the time taken before optimization.

Social security account

Residents in Hainan are able to get their social security accounts transferred in four days, saving 90% of processing time and avoiding repetitive visits to the social security offices.

Low-altitude airspace arrangement

Provincial state-owned enterprises of Hainan will be tasked to build 20 general aviation airports of various kinds in an effort to make all counties on the island accessible through flights.

Meanwhile, Hainan will be the first province in building a demonstration zone for low altitude airspace control and service that covers the whole province as well as a general aviation flight service station accredited for both military and civilian flight operations.

In order to boost the general aviation industry, Hainan will also provide one stop service to general aviation operators by cutting more red tapes.

Ship registration

Hainan authorities have reduced the procedures and materials required for ship registration and related affairs, with the processing time being reduced from 52 working days to at least one working day through one single service window.

Industrial Park Development

By conducting collective purchasing, synchronizing infrastructure construction tasks, initiating cross-party coordination, the Li'an International Education Innovation Pilot Zone in Lingshui, Hainan, has seen the time needed for its early stage development being reduced for over 19 months, with service charges lowered by 11%-26% compared with standard national rates.

Imported medicine and medical equipment

Hainan has built a whole-process tracking platform for specially approved imported medicine and medical equipment by adopting emerging information technologies like Blockchain, IoT, three-dimentional GIS, and Building Information Modeling (BIM).

With this tracking platform in place, different local authorities manage to synchronize reviews online in a more effective approach. As a result, patients in urgent need of imported medicine and medical equipment are even able to apply, get approval, and receive the treatment on the same day, which also leads to increasing use of specially approved imported medicine and medical equipment in the Lecheng?International Medical Tourism Pilot Zone in Qionghai, Hainan.
